Precinct Development 101

Are you a new Precinct Committee Officer (PCO)? Congratulations and welcome to the team! As a PCO, YOU have the ability to make real and lasting change in Spokane and in the 3rd Legislative District!

This website is a tool to provide you resources and information to start your journey and give you guidance along the way. We want to empower and equip you on your journey of leading a Precinct and an effective Precinct Committee. Your success is a huge part of our efforts on behalf of the Republican Party and its effort to honor our national and state constitutions and all they represent.

  • The Precinct is the starting point and the basic building block of the 3rd Legislative District’s political unit. In a party structure, party members working at the Precinct level connect the Precinct to the county and state-level party organizations.

    In order to Get Republicans Elected, voters must learn about their precincts and understand the vital roles PCO’s, captains and committee members play. Familiarize yourself and neighbors with the process. This will provide essential guidance on building an efficient and effective Precinct Organization. (?)

  • The Precinct Committee officer is the official representative of both the Precinct to the Republican Party, and the Republican Party to the Precinct voters.

    PCOs are essential to the strength and success of the Spokane County and Washington State Republican Party, and form the grassroots base of the Republican Party!

    A successful and dynamic party depends on its PCOs to take on key responsibilities throughout their term. Completing these extra efforts strengthens our overall impact and increases election victories in Spokane and statewide.

    The Republican Party’s representative in precinct means you:

    • Shares the Republican message with neighbors

    • Inform neighbors about candidates and ballot measures

    • Identifies issue from precinct voters

    • Assist in vetting Candidates for elected positions

    • Encourage neighbors to cast their ballots

  • The Precinct Committee is the backbone of the Spokane County and Washington State Republican Party!

    It includes the PCO and a team of dedicated volunteers who work to get out the vote in your Precinct.

  • Building an efficient Precinct structure for republican success:

    To organize an effective Precinct structure and streamline outreach efforts, it’s essential to develop a well-organized team with clear roles, responsibilities, and access to practical tools. This approach ensures coordinated voter engagement, communication, and campaign activities. Here's a recommended structure and a set of tools to help precinct leaders organize, mobilize, and connect with voters effectively.

    Also, it is highly recommended that each precinct be self-governed, allowing members to select their own captain annually in accordance with the Unit bylaws, fostering participation, healthy competition, and strengthening the Unit.

    There are many roles that Precinct Committee's needs in order to get Republicans elected. Below are several key roles. Remember that you can be flexible and members can work in multiple areas. The idea is finding a balance that works for you and your committee!

    Sample Roles include…

    • Advertisements

    • Marketing/Communications for voters such as Flyers, Phone, Text, Email, Visits

    • Event planning

    • Participating on Neighborhood Councils and City Commissions

    • Election Integrity Observation

    • Candidate Evaluation and Endorsement

    • Office holder accountability

    • Data Analytics

  • Networking is your best friend. HOWEVER, IT IS A GOOD IDEA TO FIRST...

    1. Understand Your Precinct

    • Start by obtaining a precinct map from your Legislative District Chair, County Chair, or the spokanecounty.org/321/precinct-maps

    • Drive and walk through your precinct to familiarize yourself with its boundaries and characteristics

    2. Access Voter Lists

    • This step will provide valuable voter information to guide your outreach efforts

    • Gain access via your District Leader, who will be able to acquire a list for you

    3. Canvass Your Precinct

    • Canvassing serves multiple purposes, including voter identification, list maintenance, and voter registration…and building your Precinct Committee! It can be done in two ways:

    • Door-to-Door Canvassing – Come up with a plan to go door-to-door, visit households in your precinct to engage with residents and gather voter data. Collect as much information from your neighbors as you can, as well as if they are interested in becoming a volunteer.

    • Phone Calls – Ask your District Leader for a contact list of the Republicans in your neighborhood, and access one of our available call scripts to guide you when you call your neighbors in your precinct.

  • Your District Leader will provide each of your existing PCO’s the list of likely Republicans for their precinct. They will also provide the sample calling script and letter for a PCO to introduce themselves, as well as discuss opportunities to become part of their Precinct Committee.

    The first step to getting Republicans elected is to CONNECT with voters in your Precinct. If you are interested in a detailed explanation on how to do this, here are few steps to do so.

    • Network, network, network!

    • Friends and Neighbors, Caucus Attendees, Database of "Strong Republicans", Community Events, Neighborhood Councils, Young Republicans

    • Ask if and how they might like to help

    • What activities are they interested in doing? (see roles)

    • How much time works for you?

    • Prospects - Who else cares?

    Find two, ask two (or more!)

    By following these steps, you can build a strong Republican voter base within your Precinct and contribute to broader electoral success in Spokane. You will also be able to identify community members who are ready to be engaged and participate in your Precinct Committee.
